Because most departures are dependent on arrivals to ensure on time performance, inaccurate estimated time of arrival (ETA) projections create a sequence of inefficiencies and costs related to gate holds/unmets, redundant ground support crew, excess aircraft swaps, and unacceptable numbers of hold/release decisions for connections. If an arrival time isn't accurate, it must be known as early as possible in the flight, to enable the carrier to proactively rebook inbound misconnects, process standbys, swap an aircraft for a late-arriving airframe, and post accurate ETD revisions for the waiting connector.

The PASSUR Integrated Traffic Management (PITM) program enables carriers to better manage the consequences of late arrivals to minimize performance impacts. PASSUR’s Arrival Management solution utilizes the company’s exclusive radar surveillance network to help airlines:

The solution collects historical and current runway information to create the most accurate On and On-to-In predictions. The result is more accurate and complete ETAs delivered earlier in the flight, which enables more proactive planning and execution of actions to maintain schedule integrity. These include hold/release decisions for connecting airplanes, deployment of ground handling resources, on-time greeting of aircraft at the gate, and making last-minute gate assignments.
