Tarmac Delay Monitor

“The key to the success of a coordinated aviation contingency plan during a ground delay is real-time shared situational awareness among all airlines, airports, government agencies, and other aviation service providers at that airport.”

Report of the National Task Force to Develop Model Contingency Plans
to Deal With Lengthy On-Board Airline Delays, November 12, 2008

The new DOT (Department of Transportation) rule on tarmac delays set significant fines to US airlines for off-gate delays of aircraft of more than three hours -- as much as $27,500 per passenger. For a delayed plane carrying 120 passengers, the fine could be as much as $3.3 million per event.

PASSUR Tarmac Delay Monitor is a proven, web-hosted solution that allows airlines and airports to proactively manage extended tarmac delays and avoid fines. Importantly, it provides the technology platform to satisfy many of the key requests made of airlines and airports by the DOT regarding tarmac delays.

Addresses key requirements/recommendations of DOT ruling

  • Automated alerts for potential stranded aircraft, both on screen and via email, for long lead time before a problem becomes critical
  • Single platform to manage an entire airline network from one location
    • Automated messaging system allows for quick outreach to key players by city/function
    • Provides platform for collaboration/coordination with airport operators; allows the airline the option to manage the event internally (within the airline alone), in collaboration with the airport or both
  • Allows for complete event record/history
  • Captures stranded aircraft for all carriers--critical for an early indication of where the operation is headed ("if others are getting stranded I might be too")

Proven, tested, available today

  • Does not rely on an active transponder on the aircraft during a ground delay (during extended tarmac delays pilots may shut off the transponder)
  • Built on access to FAA mission-critical systems, whereas any ASDE-X based solution is susceptible to temporary shutoff at any time (ASDE-X is not deemed mission critical by the FAA)
  • Fully-web-hosted, allowing for wide distribution within the airline, and between airline and airport -- competing solutions require software native to PC, network installation, firewall configuration, etc.
  • Supported by the PASSUR Professional Services Group, which has extensive experience implementing collaborative operations programs to manage complex irregular operations like Extended Tarmac Delays. PASSUR will assist the airline/airport in setting up and implementing the solution, including developing the protocols and best practices that go hand-in-hand with the sofware
